Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.

AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on May 13, 1939, in Moscow City of the Russian SSR in the family of a builder, agree to a military doctor.

In 1944 the family arrived in Odessa from the Caucasus. Father, the major of the medical service, served throughout the Great Patriotic War, which was part of World War II as a part of the connection of mines and torpedo-minesweepers.

In 1954, a teenager began to study astronomy in a group of students, in the section of the Odessa branch of the All-Union Astronomical and Geodetic Society. Young astronomers They observed the variability of the brightness of the pulsating stars, studied with a telescope and painted the surface of the moon and Mars.

After graduating from the silver medal of the male school № 101 in 1956, the young man entered the physical faculty of the I. I. Mechnikov Odessa State University.

He was awarded a special sign (badge) for participating in observations of artificial Earth satellites under the program of the International Geophysical Year 1957.

At the Congress of Delegates of Universities and Pedagogical Institutions for the formation of groups of observers of artificial Earth concomitants at the end of July - in early August 1959 in Ashgabat was elected the Deputy Chief of the Odessa Observing Station of the artificial Earth's companions, being a student of the 2nd year of the I. I. Mechnikov Odessa State University.

In 1961 (according to other data a year later) he graduated from the I. I. Mechnikov Odessa State University in the specialty "physicist" and was accepted as a research fellow of the astronomical observatory, soon became an assistant to the chair of astronomy and the head of the observation station of the satellite station №1036. He studied the variable stars and participated in the construction of pavilions for astronomical instruments at the observation station in the Majaki village.

His thesis was devoted to research of the pulsating variable of the star RZ Lyra. The observational material of impeccable quality was obtained by him in Georgia at Abastumann on the camera of Schmidt. He passed the pre-diploma practice at the Pulkovo Observatory in the Department of Radio Astronomy. After receiving the diploma of radio and communication engineer, he spent some time reading radio astronomy course for Odessa students.

During 1961-1965 he was a student of the Evening Department of Radio Communication of the O. S. Popov Odessa Electrotechnical Institute of communication. Scientist studied radio engineering specialty.

Subsequently, he received the title of professor, six months from March to September 1964, served as Director of the Observatory, while on a business trip V. P. Tsesevich to Harvard (USA) for the exchange of scholars.

In 1962-1979 he was secretary of the Section of Astronomy of the Scientific and Technical Council under the Ministry of Internal Affairs of the Ukrainian SSR.

He studied radio astronomy at the I. I.Mechnikov Odessa State University, who developed.

He developed the Relief installation for recording spectrographs in direct intensities. For the creation of this device, he was awarded the bronze medal of the Exhibition of Achievements of the national economy.

Under his leadership, he was conceived and with the active participation of the post-graduate student S. M. Udovichenko created a unique device for determining the displacement of the spectral lines of the star relative to the standard, and the expansion of the line under the action of the magnetic field AstroSpidometr.

Since 1967 the frequent mission of a scientist to the Crimean Astrophysical Observatory has begun.

Since 1976 he was a member of the International Astronomical Union of Commissioners for pulsed variable stars and ray speeds, the chairman of the inter-branch environmental committee of the Odessa regional administration of the Union of Scientific and Engineering Societies of the USSR, of which he became a member in December 1978, a member of the European Union on the protection of the Black Sea coast, a member of the Ukrainian Ecological Academy of Sciences, a member of the All-Ukrainian Ecological League . Since 1980, he joined the Union of Scientific and Engineering Associations in the Odessa region, where he later became an honorary member.

He participated in an expedition to observe the darkening of the Sun near Novorossiysk in 1968.

In the 70-80's, the astronomer initiated work on the spectral quantitative classification of variable stars such as RR Lyra. For these studies, about 1,000 spectra of four pulsed stars and seventy stationary stars of comparison are obtained. Observation materials were obtained in the Crimea on a five-dimensional telescope in the summer of 1972.

In 1974 he defended at I. I. Mechnikov Odessa State University his Ph.D. thesis "Investigation of the Blagaz effect in the variable star RZ Lyra" and was appointed head of the department for the study of the physics of variable stars, which was created by Tsesevych V.P.

In 1976 he was again appointed Deputy Director of the Astronomical Observatory for Science.

In 1985, the Astronomical Council of the USSR Academy of Sciences noted the most important result of the astronomer's discovery of the change in the magnetic field in the pulsating stars. The scientist for this work was awarded a diploma and a medal of the Academy of Sciences of the socialist countries.

For almost 15 years, the scientist has led 12 state budget research topics and 40 pre-contract themes aimed at exploration of space in the visible and infrared range of the spectrum, geostationary satellites and other problems. Systematically participated in the work of scientific and technical councils on space issues at the State Optical Institute in Leningrad and the Pleshakov Radio Engineering Institute in Moscow.

In 1990, the scientist was elected People's Deputy of Ukraine (first convocation). He was a member of the "Center" deputy group. Year after year, he was marked by the Verkhovna Rada of Ukraine for special merits to the state. During 1990-1992 he was chairman of the ecological committee of the Odessa Regional Council. Since 1992 he has been working as a deputy chairman of the Verkhovna Rada Commission on ecology and rational nature management.

In the status of the chairman of the Subcommittee on Legal Issues on the Environment of the Verkhovna Rada of Ukraine, in 1990, he was sent to Switzerland at the "Second World Climate Conference". And in 1992, he was a Ukrainian representative at the Conference on the Ecology of World Space in Thailand.

Since 1994 he has been working as Vice-Rector for Science of the I. I. Mechnikov Odessa National University.

During 1995-2008, he was the chairman of the public council for the state administration of environmental protection in the Odessa region.

Since May 1997, there was a Verification Audit Commission, Odesa Oblast NGO "Justice".

He died December 24, 2015 in Odessa.

Along with the reports, his creative work is 170 scientific works and the monograph "Physical Aspects of the Pulsating Nature of Variable Stars".
