Biography:
He was born on April 10, 1900 in the Riga city of Livonia province of the Russian Empire in the family of a haberdashery owner.
The boy first studied at a Polish parish school, and then, since the fall of 1910 to 1915, at the Riga Academic Gymnasium and at home. In 1916, he took the exam in the 6th grade of the gymnasium, but under the condition of the inspector, he continued to study in the 5th grade of the gymnasium, which he graduated in April 1917.
On May 1, 1917, the young man entered the freelance service in the 23rd Military Road Unit of the Seventh Army as a typist-copyist, and in June of the same year he entered the same job at the Construction Department of the Northern Front in Riga, which in October 1917 Riga was occupied by the Germans. After the collapse of the "Old" army in 1918, he entered the service of the 2nd Infantry Red Army Battalion of the Gatchina Division as a clerk at the headquarters of the regiment, which was disbanded in February 1921. A.S. Tsesyulevych goes to the south of the country to the Oleshki village of Kherson province, and then to Odesa city. Here he works as a clerk in the hospital unit of the headquarters of the 51st Division and then as a clerk in the economic unit of the 455th Special Rifle Regiment of the 152nd Brigade of this division. A. S. Tsesyulevych worked as a clerk, treasurer, head of records in the units of the Red Army until 1933. Since April 1933, he joined the service as the head of the financial department of the Odesa regional branch of OSOAVIAKHIMA, and then as an accountant at the Sanitary and Hygienic Technical School.
In 1931, he enrolled in part-time studies at Moscow State University, and in 1932 he transferred to the part-time Faculty of Mathematics of Leningrad University.
Having finished the 1st year of the Leningrad State University, he did not go to the session to take exams, but entered the 2nd year of the full-time department of the I. I. Mechnikov Odesa State University which opened again.
On May 10, 1935, after completing three courses of the I. I. Mechnikov Odesa State Universitу where he later worked as an assistant, and then headed the astrometry department (according to some data, he worked for a certain time in the latitude service), he was sent to work as a calculator at the Odesa Astronomical Observatory, and from November 1936, on the recommendation of Professor I. D. Androsov, he taught a course in general astronomy in the 2-4th courses at the Faculty of Geography and a course higher geodesy in the 4th year of the I. I. Mechnikov Odesa State Universitу and conducted practical classes in astronomy in the 5th course.
In 1937, he graduated from I. I. Mechnikov Odesa State University qualified mathematician-astronomer.
At the same time, he worked as a teacher at the 81st school in Odessa city. He was arrested here by the NKVD authorities. On March 14, 1938, a warrant was issued for his arrest in connection with the fact that he is connected with the "anti-Soviet element, shows emigration sentiments". In 1937-1938, A. S. Tsesyulevych had to experience the arrest immediately after graduating from the University and the preparation for execution, which was carried out with him according to all the "rules" of the "ezhovism", and only a happy coincidence allowed him to regain his freedom and stay alive. He was held in prison from March 15, 1938 to January 17, 1939.
After his release from prison, A. S. Tsesyulevych was reinstated by K. D. Pokrovsky at work as a researcher at the Odesa Observatory and an assistant at the Department of Astronomy of I. I. Mechnikov Odesa State University. He conducted long series of observations on the zenith telescope and the meridian circle.
In 1940-1941, the astronomer traveled to Tiraspol city to give lectures on astronomy, worked at the Pedagogical Institute, at a special school.
During the occupation of Odesa by German fascist troops in 1941-1944 during the Great Patriotic War of the USSR against Germany, which was a part of World War II, he continued to work at the observatory as an assistant observer and an assistant at the astronomy department, assisted the professor Professor K. D. Pokrovsky, conducted classes at second theoretical lyceum at the university.
On July 5, 1946, he was appointed to the rank of associate professor (according to other data, December 28, 1946 at the Odessa Maritime School).
In January 1947, he defended the scientific degree of Candidate of Astronomical Sciences (according to other data, he received the candidate of sciences diploma on July 5, 1946).
Since June 16, 1949 to April 16, 1950, he worked at the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR temporarily as a senior researcher. In particular, on August 8 - September 8, 1949, on the vertical circle of Vanshaff A.S. Tsesyulevych conducted latitude observations using Talcott's method and determined the average latitude to be +50°21'55". 72 ± О".04.
On August 24, 1950, archived documents contain a brief note by the rector P. L. Ivanchenko of I. I. Mechnikov Odesa State University: "Associate Professor of the Department of Astronomy A. S. Tsesyulevich will be removed from the list of teachers due to his death".
He was an observing astrometrist.
