Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on April 2, 1956 in the Shumyachi village of Shumyach district of Smolensk region of Russian SSR.

In 1973, he graduated from Secondary School No. 18 in Bila Tserkva town.

In 1973-1974, he worked as a mechanic in military unit 13845, during June-September 1974, he was a laboratory assistant at the Bilotsekiv veterinary laboratory, and then until September 1975, he worked as an electrical mechanic at the agricultural machinery factory in Bila Tserkva town.

In 1980, he graduated from the T. G. Shevchenko Kyiv Order of Lenin State University, which he entered the physics department in 1975. He received a diploma in the specialty "Astronomy" with the specialization "Astronomer. Teacher".

Since October 1978 and during October 1979-July 1980 he worked as a technician, during October-November 1982 and during June-August 1984 he worked as an engineer in the laboratory of fundamental astrometry of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR and further after completing postgraduate studies, he worked in the same department, starting in June 1986 as a junior researcher.

In 1982, he entered graduate school with a break from the production of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR, majoring in "astrometry and celestial mechanics". A.S. Kharin was appointed as the scientific supervisor of the graduate student.

In 1984-1985 (one and a half years, as of September 1985) he performed the main part of the observations on the vertical circle of Vanschaff under the program of the absolute catalog of fundamental faint stars. In the same years, he also observed the planets of the solar system.

He took part in the creation of a sun-protective curtain for the meridian circle of the P. K. Sternberg State Astronomical Institute on Mount Majdanak.

Since 1985, he took part in the commissioning of the meridian axial circle. He carried out a series of instrumental studies, compiled a methodology and developed a mathematical support for processing observations of stars by direct ascension.

In 1988-1989, he received more than 4,500 star observations, processed them in the received telescope system.

In 1992, he defended his candidate's thesis "Determining direct ascensions of stars with the meridian axial circle in Holosievo" at the Main Astronomical Observatory of the National Academy of Sciences of Ukraine.

On September 20, 1996, the junior researcher resigned from the astronomy department of the Main Astronomical Observatory of the National Academy of Sciences of Ukraine. Before his dismissal, he worked part-time for some time as the head of the observatory's photo laboratory.

Since mid-September 2017 to the end of September 2022, he was the head of the Scientific Research Coordination Sector of the National Academy of Sciences of Ukraine, where from May 2001 to mid-September 2017 he worked as a scientific secretary, in addition for some time in 2017. was the deputy head of the Scientific and Organizational Department of the National Academy of Sciences of Ukraine.

Since October 2022, he has been the director of the State Institution "Center for Evaluation of Scientific Institutions and Scientific Support for the Development of the Regions of Ukraine of the National Academy of Sciences of Ukraine".

From the end of January 1999 to the middle of November 2004, he worked as the secretary of the Commission for Work with Scientific Youth of the NAS of Ukraine of the Presidium of the NAS of Ukraine. At the end of April 2018 and at the end of November 2020, he was elected a member of the Commission for Work with Scientific Youth of the NAS of Ukraine NAS of Ukraine, since mid-July 2023 he is a member of the System Analysis Committee of the Presidium of the NAS of Ukraine.
