Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on January 20, 1940 in the Nevyrkiv village of Korets district of Rivne region of Ukrainian SSR.

In 1962 he graduated from geodetic faculty of Lviv Order of Lenin Polytechnic Institute in the specialty "astronomy and geodesy".

Since 1962 he has been working at the Main Astronomical Observatory of the National Academy of Sciences of Ukraine; at the same time teaches astrometry at the Kiev University.

Since 1965 to 1968, he studied at the graduate school of the Main Astronomical Observatory of the National Academy of Sciences of Ukraine.

In 1970 he defended his dissertation at the Institute of Mathematics of the Academy of Sciences of the Ukrainian SSR "Study of selenium-bearing support networks and experience in building an independent system".

Since 1973 to 1977, he held the position of scientific secretary of the Main Astronomical Observatory of the National Academy of Sciences of Ukraine.

During 1977-1984, he worked as the deputy director for scientific work of the Main Astronomical Observatory of the National Academy of Sciences of Ukraine.

At a meeting of the Scientific Council of the Academy of Sciences of the USSR on "Astronomy" on December 27, 1980 with the establishment of the Scientific Council of the Academy of Sciences of the Ukrainian SSR on "Astronomy" section on astronomical instrumentation, Deputy Director of the Main Astronomical Observatory of the Academy of Sciences and the functioning of the section.

In 1983, he was among the co-authors awarded the State Prize of Ukraine in the field of science and technology for a series of works "Development of theory and practical construction of coordinate systems for geodynamic, selenium and space research".

On June 6, 1986 he defended his doctoral dissertation "Generalized system of astronomical and selenium-constant constants" at the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR.

He worked in the photometry laboratory, during 1984-1993 he was the head of the department of photographic astrometry of the Main Astronomical Observatory of the National Academy of Sciences of Ukraine (according to other data, he headed the department during 1984-2002).

In 1995, he received the title of professor.

In 1996 he became a laureate of the M. P. Barabashov Prize.

He made a significant contribution to the development of astronomy and the processing of the obtained observational data, in particular: in 2000 he together with A.I. Yatsenko, G.O. Ivanov, L.K. Pakulyak, T.P. Sergeyeva, based on observations made at the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR as part of the "Photographic survey of the sky" program, which was proposed in 1977, created in 1999 the FONAK astrographic catalog containing positions, proper motions, and BVR photometry of 2 million stars in the northern sky.

In 2003, he received the title of Chief Researcher.

Based on a comprehensive analysis of the current state of lunar exploration, the Moon-2004 model for the Ukrainian polar lunar satellite Ukrselena was built in collaboration with Kharkiv astronomers. The performers of the theme were Yu.G. Shkuratov, V.S. Kysluk, L.M. Litvinenko, Ya.S. Jacki.

He died on May 3, 2014 in Kyiv City.

The main direction of his scientific activity was selenium and the dynamics of the Moon and Mars and stellar dynamics. His scientific works also concern the problems of photographic astrometry. Participated in the creation of the first in the USSR catalogs of the positions of the points of the lunar surface, performed a series of studies to create a generalized system of geometric and dynamic characteristics of the Moon. He was the research supervisor of the Photographic Sky Survey program which involved six observatories.

V.S. Kislyuk participated in the calibration program of the Hipparcos catalog, obtained as a result of the space mission of the European Space Agency. The so-called "Kyiv" solution, obtained together with colleagues, turned out to be competitive and was used during the derivation of the final Hipparcos catalog system. In 1997, this work was awarded a certificate by the European Space Agency.

V.S. Kislyuk was a member of the editorial boards of the magazines "Kinematics and Physics of Celestial Bodies", "Cosmic Science and Technology" (held the position of executive secretary), "Bulletin of the Astronomical School" and the annual "Astronomical Calendar".

He is the author of about 170 scientific publications, including 4 books and monographs.
