Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on January 25 (according to the Julian calendar or February 6 according to the Gregorian calendar) in 1837 in the Kiev province of the Russian Empire in the colonel's family.

In 1855 he graduated from the Emperor Peter the Great 2nd Cadet Corps in St. Petersburg city in the rank of officer.

As number of the Gatchina Life Guards Regiment, he took part in the Crimean (Eastern) War of 1853-1856. After graduating from the Mikhailov Artillery Academy in 1857, he was sent to the 3rd Guards Grenadier Brigade.

Since 1858 to 1862 he attended a theoretical course in the geodetic department of the Nikolay Academy of the General Staff and underwent an internship at the Pulkovo Observatory.

Since 1862 he served in the rank of captain, since 1865 in the rank of lieutenant colonel, colonel since 1868, in 1877 he was promoted to the rank of major general and in 1888 received the military rank of lieutenant general.

Since 1863 he was the executor of work on the degree measurement of the arc parallel to the 52nd degree north latitude, developed the original design of the rangefinder, studied the problems of isostasis. He was a member of the Military Training Committee, a founding member of the Russian Astronomical Society, headed the Department of Mathematical Geography of the Russian Geographical Society, was a member of the Academic Council of the Russian Geographical Society and served as assistant chairman of the Society.

He taught geodesy, topography and drawing at the Nikolay Academy of the General Staff since January 2, 1863 to December 13, 1868. Later he again taught here the same disciplines until May 23, 1882. During 1863-1868 he worked as an adjunct professor.

Since 1867 he was chief of the cartographic institution of the Military Topographic Department of the General Staff; Since 1877 he was a member of the Military Scientific Committee.

In 1875 he took part in the work of the Commission dealing with the organization of the Russian branch of the International Geographical Exhibition in Paris City.

In 1879 he was awarded the Small gold medal of the Imperial Russian Geographical Society "for continuous, over the course of many years, highly enlightened activity for the benefit of Russian geography in general and for his works in the field of the Geographical Society as the chairman of the Department of Mathematical Geography and a member of the Council".

On May 23, 1882, he became an honored professor of geodesy at the Nikolay Academy of the General Staff.

He was Honorary member of the Imperial Academy of Sciences since December 2, 1900. Member of the first composition of the Polar Commission.

In 1897-1903 in the rank of Field Marshal he was chief of the Military Topographic Department of the General Staff. On January 1, 1903, he was appointed a member of the Military Council and on April 6 of the same year was promoted to general of the infantry.

On January 3, 1906, he was dismissed from service with a uniform and a pension, and lived in St. Petersburg City (since 1914 Petrograd City).

In 1867 he was awarded the Order of St. Stanislaus of the 2nd degree, in 1869 the Order of St. Vladimir of the 4th degree, in 1871 the Order of St. Anne of the 2nd degree (the imperial crown was donated to this order in 1872) , in 1874 the Order of St. Vladimir of the 3rd degree, in 1879 the Order of St. Stanislaus of the 1st degree, in 1882 the Order of St. Anne of the 1st degree, in 1885 the Order of St. Vladimir of the 2nd degree, in 1891 Order of the White Eagle, in 1897 the Order of XL years of impeccable service and January 1, 1901 the Order of St. Alexander Nevsky (diamond insignia of this order were donated on December 6, 1905).

He was also awarded a number of foreign awards: in 1870 he received the Turkish Order of Medjidie 3rd degree, the Persian Order of Leo and the Sun 2nd degree with a star, and in 1872 the Commander's Cross of the Austrian Order of Franz Joseph.

On July 10, 1918, the topographer and astronomer-surveyor died in Petrograd City. Buried in Volkov Lutheran Cemetery.

In 1901, the staff of the Russian-Swedish expedition "degree measurement" named in his honor a glacier on the island. Western Svalbard. Participants of the Polar Expedition led by E. V. Toll in 1901 was named after O. E. Cape Stubendorf in the Taimyr Bay of the Kara Sea.
