Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born August 16, 1944 in the Krasnograd city of Kharkiv region of Ukrainian SSR.

In 1966 he graduated from the of Radio-physics faculty of A. M. Gorky Kharkiv State University .

In 1969 he graduated from postgraduate study of A. M. Gorky Kharkiv State University.

In 1972 he defendedhis Ph disertation at A. M. Gorky Kharkiv State University which named "Spin-mesh relaxation and heating of phonons in ruby and sapphire crystals".

In 1988 he defended his doctoral thesis "Nonequilibrium and inverted state spin systems in paramagnets with high concentration of magnetic quantum points and gain a millimeter."

During the 1970-1972 he worked as a research assistant, and then during the 1976-1986 he was Senior Fellow Institute of Radiophysics and Electronics of the Academy of Sciences of Ukrainian SSR.

During the 1972-1976 he worked as assistant A. M. Gorky Kharkiv State University.

Since 1986 he worked as head of the laboratory of Radio Astronomical Institute of the Academy of Sciences of the Ukrainian SSR (later the National Academy of Sciences of Ukraine), since 1991 he worked as head of department.

In 1996 (9) he began working as deputy director of scientific work in Radio Astronomical Institute the National Academy of Sciences of Ukraine.

Specializes in radio astronomy, radio physics, low temperature physics and quantum electronics.

Since 1992 a part-time Professor of Quantum Radio Physics of A. M. Gorky Kharkiv State University .

Under his leadership in Ukraine was deployed astrophysical observation of radio sources in the millimeter range.

He is the author of over 120 scientific papers. he prepared three candidates.

Scientific directions of his work is the quantum radio physics, radio astronomy and deep space neighbor, radiozonduvannya environment, objects of natural and artificial origin, physical principles of radio telescopes, high-energy astrophysics and structure of the universe, the physics of low temperature physics of magnetic phenomena and cosmic astronomical instrumentation .

First performed research spin-phonon interactions at microwave frequencies at very low temperatures (up to 0,03 ° K) in paramagnets with impurities of iron ions. The nature of the effect found enlightenment in the optical ferroelectric number of electricians in neutron and UV irradiation. I studied the characteristics of the active substances quantum electronics in microwave inverted state in the millimeter range. He created the biggest high-quantum amplifier (maser) with record sensitivity characteristics, developed highly sensitive semiconductor UHF reception system, centimeter and millimeter ranges. Started in Ukraine multifrequency radio astronomical research of spectral characteristics of the places radio active formation stars.

He took part in the implementation of target comprehensive program of National Academy of Science of Ukraine "Study of the early universe, dark matter and dark energy (Cosmomikrophyisics)" 2008.

Since 2008 he included in the section "Nuclear physics, radio physics and astronomy" Department of Science and Innovation "KPI".

For some time in the late 2010s, he worked at the International Center for Future Science of Jilin University in China.

6 May 2006 he was elected academician of National Academy of Science of Ukraine. It is part of a specialized council on thesis defense, a member of the Expert Council Higher Attestation Commissionbof Ukraine. He is a corresponding member of National Academy of Sciences of Ukraine, member of the International Astronomical Union, a member of MCP, member of the Committee on Radio Astronomy of the National Committee of the International Union of Radio Engineering. During 1999-2004 he was Vice President of the Ukrainian Physical Society.

In 2009 he was elected a member of the Ukrainian Astronomical Association.

In 1989 he was awarded the USSR State Prize, and in 2001 became lauriatom premium NASU. Barabashova M. (2001). In 2004 he was awarded the title "Honored Worker of Science of Ukraine." He is also deputy editor of the scientific journal "Radio Physics and Radio Astronomy", he is a Scud Specialized Scientific Council MAO NAS of Ukraine.

The scientist died on November 2, 2022.

His name is called minor planet 31363 Shulga.
