Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born March 6, 1947 in Old Bratusany village of the Yedinets district of the Moldavian SSR.

During 1965-1970 he studied at the Faculty of Physics of Ivan Franko Lviv State University. Here began the long-term creative collaboration of the future scientist with his teacher, academician Igor Rafailovich Yukhnovsky.

In 1970-1973 he studied at the postgraduate study of Lviv Department of Statistical Theory of Condensed Matter of the Institute of Theoretical Physics of the Academy of Sciences of the USSR.

 During 1973-1978 he worked as a junior researcher, during 1978-1980 he was a senior researcher at the Lviv branch of the Institute of Theoretical Physics of the Academy of Sciences of the USSR.

 On February 5, 1974 he defended his candidate's dissertation at the Institute of Theoretical Physics of the Academy of Sciences of the USSR on the "Application of the displacement method and collective variables to the study of the system of interacting Bose particles with an absolute zero".

In 1977 he was awarded the Diploma of the Presidium of the Academy of Sciences of the USSR.

On June 5, 1980 he defended his doctoral dissertation at the Institute of Theoretical Physics of the Academy of Sciences of the USSR on the topic "Microscopic Bose-Liquid Theory"

During 1980-1984 he was the head of the department of quantum statistics at the Lviv Department of Statistical Theory of Condensed Matter of the Institute of Theoretical Physics of the Academy of Sciences of the USSR.

In 1981, he was awarded the Diploma of the Presidium of the Academy of Sciences of the USSR.

In 1983 he was awarded the badge "Excellence in public education of the Ukrainian SSR"

Since September 1984 he has been working as a professor, and since January 1985 he has been the head of the department of theoretical physics at the Ivan Franko State University of Lviv for a year, and continues to work as a professor of the department until 1990.

He is one of the organizers of the People's Movement in Lviv region, the First Constituent Regional Conference of the People's Movement in Lviv and the 1st Congress of the People's Movement of Ukraine in 1989.

In 1990 he was elected a deputy of the Supreme Soviet of the USSR. His work as a people's deputy of the USSR during the times of the Gorbachev's reorganization, when he, together with Rostislav Bratun, Roman Fedorivym and other activists of culture, actively defended the national interests of Ukraine, may become the subject of a special study of the position of the Ukrainian intelligentsia by the turn of the 90s of the XX century.

November 13, 1990 was elected rector of Lviv Ivan Franko State University.

In 1991, he was elected president of the Small Academy of Sciences of Lviv Region.

In 1992 he initiated the introduction of the "Gifted Village Children" program at the University.

In 1996, he founded the "Journal of Physical Studies" and the magazine "World of Physics" and has since worked as its chief editor.

In the same 1996 (according to other data in 1991), he was elected the Chairman of the Council of Rectors of higher educational institutions of III-IV levels of accreditation of Lviv region and worked in this position inclusive up to 2010.

On August 22, 1996, he was awarded the Honorary Award of the President of Ukraine for outstanding achievements in work contributing to the economic, scientific and technical and socio-cultural development of Ukraine, strengthening of its statehood and international authority, and on the occasion of the fifth anniversary of Ukraine's independence.

In the summer of 1996, the rector signed an order to establish a department of astrophysics, and since then he has been absent from his major courses in quantum mechanics, reads special courses in astrophysics, and conducts scientific work with students and postgraduates who specialize in this specialty.

In 2000 he became the laureate of the State Prize of Ukraine in the field of science and technology for the textbook "Quantum Mechanics", published by the Lviv University in 1998.

In 2001 he was awarded the Ukrainian-Polish Combination of the Capitula, presented during the visit of Pope John Paul II to Ukraine.

During 2001-2010 he was a part of the editorial board of the magazine "Higher Education of Ukraine"

during 2001-2004. is the president of the Ukrainian Physical Society.

In 2005 (4) together with K.I. Churyumov and N.G.Shchukina became the laureate of the M.P. Barabashov Prize of NAS of Ukraine for the cycle of works "Spectral studies of stars and comets" and the textbook "Theory of stellar spectra".

In 2002 he was awarded the title of Honorary Doctor of the Krakow Pedagogical Academy named after him. The Commission for the Edukation of Narodova (from 2011, the Pedagogical University in Krakow) and became the laureate of the honorary title "People's Ambassador of Ukraine", and in 2005 was awarded the state award of the Republic of Poland "Officer's Cross" to the Order of Merit of the Republic of Poland.

On February 16, 2005 he was awarded the II degree for the Merit Order for his significant personal contribution to the defense of democracy, unity, unity and independence of Ukraine, the advocacy of the ideals of freedom and human rights, active civil status. And in the same year, the Honorary Diploma of the Supreme The Council of Ukraine and the highest distinction of the People's Rukh of Ukraine "For Services to the Ukrainian People" II degree.

During 2005-2011 he was a member of the Commission of State Awards and Heraldry.

August 27, 2006 was awarded the honoree "Honored Worker of Science and Technology of Ukraine" for a significant personal contribution to perpetuating the memory of Ivan Franko, and in the same year he was awarded the Sign of the Ministry of Education and Science of Ukraine "Petro Mohyla" and became a member of the State Prize Committee Ukraine in the field of science and technology. In the same year 2006 he was awarded the Order of Saints Cyril and Methodius.

March 5, 2007 was awarded the title Hero of Ukraine with the Order of the State "Golden Star" for outstanding personal achievements in the development of domestic education and science, many years of fruitful scientific and pedagogical activity, a significant contribution to the establishment of an independent Ukrainian state.

In the same year 2007 he was awarded the Diploma of the Ministry of Defense of Ukraine "Badge of Honor"

From December 18, 2007 to March 11, 2010, he worked as the Minister of Education and Science of Ukraine.

The married has two sons. Then he again assumed the duties of the rector of Lviv University and worked in this post until June 2013, and then sometime a month was acting.

In 2008 he was awarded with the State Order of the Italian Republic "The Star of Italian Solidarity" with the award of the honorary title "Cavalier".

In 2009, he was awarded the title of Doctor (DOCTOR HONORIS CAUSA) at the University of Wroclaw and was awarded the Academic Prize of St. Volodymyr of the Academy of Sciences of the Higher School of Ukraine.

In 2010 he was awarded the Honorary Doctor of Philosophy (DOCTORIS PHOILOSOPHIAE HONORIS CAUSA) of the Ukrainian Free University in Munich.

In 2011, he was awarded the Order of Honor, Faith, Glory and the degree of the International NGO "International Union of Cossacks", the Award of the name of Aleksey Girnyk for 2010, awarded the title DOCTOR HONORIS CAUSA Institute of Condensed Matter Physics of the National Academy of Sciences of Ukraine, awarded the medal "Gregory Skovoroda "of the National Academy of Pedagogical Sciences of Ukraine.

He is the author of more than 300 scientific works.

The scientific interests of the theoretical physicist cover a wide range of problems. Among them are the problems of philosophy of science, astrophysics and geophysics, cosmology, statistical physics, quantum theory, in particular the theory of quantum liquids, the theory of phase transitions, physics of disordered systems.

His most significant works in quantum theory include his work on the theory of superfluidity, the phenomenon that was discovered in 1938 by Peter Kapitsa, the phenomenon observed in liquid helium at temperatures close to absolute zero and in which the main role is played by quantum effects. With the help of his new microscopic theory of Bose liquids, created by him in the 90's, for the first time from the first principles, the transition due to Bose-Einstein condensation has been described, the main mechanisms of the influence of interatomic interaction on this phenomenon and the concrete manifestations of its connection with λ-transition. A peculiar culmination of studies of the phenomenon of superfluidity was the calculation of the critical temperature of the Bose-Einstein condensation and the thermodynamic functions of the Bose condensate.

Using the method of two-time Green's functions, he built a microscopic theory of disordered systems, which allows the only way to describe the basic manifestations of structural disorder and their dependence on external influences (fields, pressure, temperature, etc.). His works on critical phenomena and the development of microscopic methods statistical descriptions, cause an interest in the scientific world.

Of special importance in the field of astrophysics is its microscopic theory of stellar spectra, which allowed to predict new physical effects associated with the mechanism of formation of frahungfer lines.
