Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born October 25, 1940 in Danilche village of the Rogatyn district of the Stanislav region (since November 9, 1962, Ivano-Frankivsk region) of Ukrainian SSR.

In 1960 he graduated from the Lviv Order of Lenin Polytechnic Institute.

In 1960 - 1962 he as an astronomer-observer in the Poltava gravimetric observatory and at the same time was a postgraduate student of the correspondence course of the P.K. Sternberg State Astronomical Institute of M. V. Lomonosov Moscow State University.

During 1962 - 1965 he studied at the postgraduate study at the Main Astronomical Observatory (MAO) in Kyiv. In the same 1965 he defended his Ph.D. thesis "Analysis of non-polar changes in latitude", P.K. Sternberg State Astronomical Institute of M. V. Lomonosov Moscow State University and until 1969 he was employee of Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR. In 1966 he became Associate Professor (PhD) of the M. V. Lomonosov Moscow State University, specializing in Astrometry and Celestial Mechanics. During 1969 - 1974 he held the position of deputy director of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR. In 1975 he defended his doctoral dissertation "Free Nutration of the Earth submitted by latitudinal observations", at P.K. Sternberg State Astronomical Institute of M. V. Lomonosov Moscow State University. Since 1975 He is the director of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR, becoming a full-fledged doctor of physical and mathematical sciences at the M. V. Lomonosov Moscow State University, specializing in astrometry and celestial mechanics, since 1976. Since 1979, the post of director of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR has been merging with the position of the head of the department of space geodynamics of the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR, is the head of the specialized scientific council of the Main Astronomical Observatory of the Academy of Sciences of the Ukraine.

Throughout the life takes an active part in many scientific organizations. Since 1979 he is a member of the National Academy of Sciences of Ukraine. On March 28, 1985 he was elected academician of the National Academy of Sciences of Ukraine. Since 1984 he has been a member of Astronomische Geselschaft. During 1982 - 1985, he held the post of President of MAS Com. 19 "Earth's Rotation," and during 1982-1988 he was Vice-President. In 1984 - 1986 he was a member of the Interdepartmental Consulting, and in 1988 - 1991 he was a secretary in the department of 5 IAGs. During 1992-1995 he was the head of the IERS Directors' Council. Since 1996 he has been chairman of the State Committee on Uniform Time and Reference Frequencies of Ukraine.

For a short time he was deputy minister for science.

In 1983 he was among the co-sponsors of the State Prize of Ukraine in the field of science and technology for the cycle of work "Development of the theory and practical construction of coordinate systems for geodynamic, selenodezic and space research".

He also takes an active part in the political life of Ukraine. Since 1990 he has been chairman of the historic Ukrainian International Committee for the Promotion of Science and Culture, and since 1991 he has been joining this post with the post of President of the Ukrainian Astronomical Association. He was elected to this post in 1991, 1997, 2000, 2003 , 2009 .He is an honorary member of the Ukrainian Astronomical Association.

In 2000 he became a laureate of the E. P. Fedorov Prize for a series of works "Theory and practice of long-basic radio interferometry (RNDB) in astrometry and geodynamics" as co-author.

In 2000-2003, he actively participated in the creation of a new theory of nutation for a real model of the Earth, for which, in the composition of the author's team of European scholars, he was awarded the Rene Descartes prize of the European Union in 2003.

In 2003, among his accomplices, he was awarded the State Prize of Ukraine in the field of science and technology for the cycle of research "Development of theoretical foundations and a unique observation base in Goloseev and at the peak of Terskol for the research of the Sun and the bodies of the solar system".

On the basis of a comprehensive analysis of the current state of the Moon's study, in cooperation with the Kharkiv astronomers, the model "Moon-2004" for the Ukrainian polar satellite of the Moon "Ukrselena" was built. Performers of the theme were Yu.G. Shkuratov, V.S. Kislyuk, L.M. Litvinenko, Ya.S. Yatskiv.

During 2010-2011 he was in charge of the laboratory "Ukrainian Center for determining the parameters of the Earth's rotation", Which was part of the department of astrometry and space geodynamics of the Main Astronomical Observatory of the Academy of Sciences of the Ukraine until 2016.

In 2011, Y. S. Yatskiv was awarded an honorary doctor's degree from V. N. Karazin Kharkiv State University.

In 2015, by the decision of the Presidium of the Academy of Applied Radioelectronics Sciences, he was elected an Honorary Academician of the Academy of Applied Radioelectronics Sciences.

He is a member of the International Eurasian Astronomical Society.

On October 25, 2019, he was awarded the Gold Star L. K. Kodieniuk Order.
