Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.
 
Mykolaiv AO stellar catalogues   27 astrometric stellar catalogues of Mykolaiv Aastronomical Observatory (MykAO) in VOTable format are available for downloading
 
AO KNU Historic Plate Archive   AO KNU glass collection contains about 20 thousand photographic plates. Historical part of the archive was received during 1898-1946 and now is being digitized.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on January 25, 1952, in Chernukh village of the Poltava region of the Ukrainian SSR.

During 1959-1967 he studied at the Chornukhin eight-year school, and then in 1967-1969 in Chornukhin High School.

During 1969-1994 he served in the Armed Forces of the USSR and Ukraine. He received the Military rank lieutenant colonel of the reserve.

During 1969-1972 he studied at the 2nd Kharkiv Military Aviation Technical College, specializing in Radio Communication and Radio Broadcasting. Then, during 1977-1981 he studied at the M. Y. Zhukovsky Moscow Air Force Engineering Academy in the specialty "Arms of Aircraft". During 1981-1984 he studied at the Academy.

During 1985-1987 he studied at the Voronezh Humanitarian University, as well as in 1987-1989 in another specialty.

In 1993-1995 he studied in Kiev at the courses "ROSTOK" for all types of insurance.

In 1996, in Kiev, he made extramural courses for actuary.

In 1996-1998 he studied in Kyiv in a joint doctoral program of the Ukrainian Interregional Academy of Personnel Management, International Staff Academy and International Open University of the United States).

In 1985 he received a scientific degree of the candidate of technical sciences.

In 1990 he received the title of associate professor.

Since 1997, he is the Deputy President of JSC "Scientific and Technological Institute of Transcription, Broadcasting and Replication" on scientific work.

In 1998 he received a Ph.D. in Business Administration (Actuarial Mathematics). He received a diploma that is recognized by the Ministries of Education and Science of Ukraine and the United States.

Since 1970, he independently studies and studies the theory of relativity, gravity and cosmology.

In 2000, he became a member of the European Astronomical Society.

He is the president of the Slavic-Aryan Academy of Sciences, a corresponding member of the Russian Academy of Natural Sciences. He is also a member of the International Philosophical Society and the Kharkiv House of Scientists, vice-president for fundamental research of the Joint-Stock Company "Scientific and Technological Institute for Transcription, Broadcasting and Replication".

The scientist is the editor-in-chief of the International Physical Magazine Spacetime & Substance.

The scientist is the author of over 100 scientific, scientific and methodological and educational works in various fields of knowledge, as well as about 100 teaching materials, 30 monographs and more than 20 patents for inventions.

The scientific interests of the scientist include aviation (engaged in the development of aircraft without inductive resistance) and ufology (explanation of the principle of flying flying saucers), engines (new schemes of internal and external combustion engines), actuarial calculations which include new methods for assessing nuclear risks and risks space launches.

In the field of astronomers, he developed a new scale of extragalactic distances, in astrophysics gave an explanation of the cosmological redshift and the microwave cosmic background, as regards gravity. then he was engaged in the development of a new law of universal gravitation.

The main work of the scientist relates to cosmology, in particular, it is the work of 1984 and 1988, in which he developed the stationary model of the universe and showed the failure of the theory of the Big Bang. Proved the identity of inert and gravitational masses, discovered gravitational viscosity and geodesic curvature of the universe. Proved that the microwave cosmic background is the cumulative radiation of all the stars of the universe, and the cosmological redshift is the effect of the dissipation of electromagnetic waves in the ether.

in 2001, together with Moroz V.V. and Baraksin A.M., established the regularity in the distribution of quasars, which consists in the fact that the quasars are grouped in thin walls of cells with an average size of about 100 megaparses, uniformly fill the entire observed part of the universe in the form foam According to the authors, the discovery confirms the concept of a stationary, steady universe, rejecting the false prevailing in the twentieth century, the concept of an expanding dynamic, which originates from the so-called Big Bang.

In radio engineering, he was involved in the development of a new method of receiving radio signals.

As a military, he is interested in the military use of aviation weapons (new ways to launch missiles), combat effectiveness (new methods), weapons (new designs of pistols, guns, torpedoes, weapons installations, a new system of small arms).

He is also known as an artist (author of many drawings and 5 portraits of oil), a poet (the author over (wrote 170 poems and poems) and a musician (possesses guitar skills, domra, mandolin, harmony, is also the author of more than 10 musical pieces for guitar).

The scholar studies certain issues of history, in particular, with the opening of the Patriotic War of 945-980's in Kievan Rus.

He takes an active part in social and political life and develops theoretical issues and legislation. So in 1989 he was a candidate for the Supreme Soviet of the Russian SSR. In the field of social science, he developed a new theory of the state; in the field of economics he developed the doctrine of negative dividends; in the field of pension affairs, he developed a method of dynamic equilibrium of complex systems, a new model of the pension fund with the effect of the mutual assistance fund. In the field of insurance business was engaged in developing new rules for all types of insurance.

As a teacher develops new methods for testing student knowledge.

As a teacher and professional sportsman, he developed some issues of psychology and physiology, in particular for the latter developed new methods of physical tests.

As for philosophy, he deals with the philosophical justification of new results in physics, is interested in esotericism, in particular, studies the origin of ancient knowledge.

The theoretical results of the scientist also include the conclusion made on the basis of quadrodynamics, the fundamental possibility of creating an artificial gravity screen and the construction of aircraft flying saucers, as well as the possibility of generation of artificial gravitational vortices, the development of devices for teleportation of material objects over long distances, means of ultra-fast space communications, etc.

He is interested in questions of world religions, in particular, research of interrelationships between man and God. The philosophical and religious concept outlined in his work, "The Praves of the Trinity as a universal model of the universe" does not correspond to Christian doctrine, but is based on the pagan representations reflected in the "Slavonic-Aryan Vedas", the concept of the devil, identified with nature, and the devil acts as one from the episodes of the Trinity.

For scientific works in 2005, the scientist was awarded the International Prize - the Polish Order of St. Stanislaus II degree and in 2004 the Order of the III degree. For impeccable service in the Armed Forces of the USSR and Ukraine, he has been awarded five medals, is a veteran of the Armed Forces and a veteran of labor.
