Main actors in astronomy research in the country  There are 7 Research Institutes in the structure of the National Academy of Sciences of Ukraine (NAS of Ukraine), 2 Research Institutes in the structure of the Ministry of Education and Science, Youth and Sport of Ukraine (MESYS of Ukraine); 15 astronomical observatories and Departments in the structure of the Universities of the MESYS of Ukraine; 1 Private Astronomical Observatory play a main role in the development and teaching Astronomy in Ukraine.
 
The XPM Catalog  Absolute proper motions of 280 million stars distributed all over the sky without gaps in the magnitude range 10m < V <20m on the basis of combined data from 2MASS and USNO-A2.0 catalogues.
 
MAO NASU Plate Archive   Digital archive of MAO NAS of Ukraine (GPA) comprises data of about 26 thousands of direct photographic plates, obtained with 14 instruments in 9 observational sites, and more than 2000 digital images of different resolution available via GPA search pages.
 
Mykolaiv AO Plate Archive   Digital archive of Mykolaiv Aastronomical Observatory (MykAO) includes astronomical data obtained during observations with photo plates and CCD frames. The digitization of the archive is near its completion. Digitized images are available via a web browser and Aladin.
 
AO LNU Plate Archive   Astronomical Observatory of Lviv National University (AO LNU) is the owner of valuable archive that stores approximately 8 000 of photographic plates from 1939, including nearly 6 000 direct images of the northern sky. The archive is partly digitized and images are available via the joint search pages of AO LNU and MAO NASU.
 
IRA UTR-2 catalogue of RS   The very-low frequency sky survey of discrete sources has been obtained in the Institute of Radio Astronomy of the Ukrainian National Academy of Sciences (Kharkov, Ukraine) with the UTR-2 radio telescope at a number of the lowest frequencies used in contemporary radio astronomy within the range from 10 to 25 MHz.

VOPlot v1.8 Beta 
VOPlot v1.8Beta includes many enhancements and bug fixes. To name a few v1.8Beta supports multi-grid plots for 2D Scatter-Plot which allows the user to have multiple plots having grid size from 1x1 to 3x3 in a single window. Paginated view is added to see data in tabular format which allows user to navigate systematically. Provision to label Lat/Long lines is also added. Users can now plot a cumulative histogram for all histogram types. VOPlot 1.8Beta shows the metadata of a FITS file instantaneously while the actual loading happens in background. VOPlot v1.8Beta also provides better handling of "faulty data" while parsing an ASCII file.

Biography:

He was born on August 17, 1952 in the Raichikhinsk city of Amur region of the RSFSR.

In 1969 he graduated from Kyiv Secondary School № 145.

Since September 1969 to August 1970 he worked at the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR as a computer scientist. He took an active part in the patronage of the Kiev Palace of Pioneers and Schoolchildren.

In 1969 he joined the Kyiv Civil Engineering Institute.

He later moved to Moscow, where during 1970-1976 he studied at the Faculty of Physics of M. V. Lomonosov Moscow State University. He received the qualification of "astronomer".

After graduating from the university he was sent to work at the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR. He was hired as an engineer in a computer laboratory (later a computer center). He mastered programming on a computer EC-1022. Together with the staff of the P. K. Sternberg State Astronomical Institute he participated in solving a number of problems in the astrophysics of X-ray sources. During this period he published 8 scientific papers.

Upon his return to Kyiv City, he continued his work at the Kyiv Palace of Pioneers and Schoolchildren.

In November 1978 he was dismissed from the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR in connection with the entry into full-time graduate school of the Department of Astrophysics at M. V. Lomonosov Moscow State University. His PhD dissertation under the supervision of Ya. B. Zeldovich "Accretion of gas on magnetized compact objects" was completed ahead of schedule. He graduated from graduate school in 1982 and in the same year received the title of Candidate of Physical and Mathematical Sciences, defending his dissertation.

In coordination with the Main Astronomical Observatory of the Academy of Sciences of the Ukrainian SSR, at the request of Ya. B. Zeldovich, the scientist was sent to work at the Physics Department of M. V. Lomonosov Moscow State University.

During 1981-1992 he was first an assistant and then an associate professor in the Astronomical Department of the Faculty of Physics of M. V. Lomonosov Moscow State University and worked at the P. K. Sternberg State Astronomical Institute. In 1993 (according to other data in 1992) he began working as a professor at the Department of Astrophysics and Stellar Astronomy of M. V. Lomonosov Moscow State University, where he still lectures: "Theoretical Astrophysics", "Astrophysics neutron arrival and black holes"; conducts seminars on the course "General Astrophysics". In December 2014, a scientist with the help of the Global Robotic Network of Telescopes MASTER discovered a new, according to Russian news agencies, a potentially dangerous asteroid for Earthlings, larger than the already known asteroid Apophis. The new asteroid was named 2014 UR116. Created jointly with A. V. Krylov and V. G. Kornilov, the robot telescope was the first in Russia.

In 1991 he defended his academic title of Doctor of Physical and Mathematical Sciences. The topic of the doctoral dissertation is: "Evolution and astrophysical manifestations of neutron stars".

Since 1993 he has been a member of the International Astronomical Union and the European Astronomical Society.

In 1987 he became the winner of the All-Union competition of the Knowledge Society, and in 2002 the M. V. Lomonosov Prize by M. V. Lomonosov Moscow State University and the F. A. Bredikhin Prize of the Russian Academy of Sciences in 2016.

In 2006 he was awarded the title of Honored Worker of Higher Education of the Russian Federation, and in 2018 Honorary Professor of M. V. Lomonosov Moscow State University.

He is the author of 4 monographs, 4 popular science books, more than 200 scientific papers, several hundred articles in Russian and foreign periodicals, textbooks and popular science books. According to some sources, he has published more than 1,400 scientific papers. A member of the Writers' Union of the Russian Federation since 2000 is published under the pseudonym Vladimir Khlumov. In April 1999 he organized a literary online magazine "Russian cover". He wrote a number of short stories, novels and plays.

The main area of ​​scientific interest is relativistic astrophysics. He developed a complete classification of neutron stars as magnetizing rotating bodies, developed a theory of their evolution. In 1982 he put forward the idea and directed the creation of the so-called "scripting machine", which allows numerical modeling of the joint evolution of relativistic and ordinary stars (in the 1980s and 1990s, together with M.E. Prokhorov and K.A. Postnov, a method of population synthesis of binary stars was developed. With the help of this complex of programs, the properties of neutron stars of black holes, their connection with gamma -bursts, the spectrum of gravitational radiation from merging binary stars was studied. It was shown that the moderate asymmetry of the supernova explosion leads to a significant increase in the frequency of mergers of relativistic stars. It is predicted that the first sources of gravitational waves to be registered by ground-based detectors will be black holes, which merge). In 1983, together with V.G. Cornelius was the first to carry out a population synthesis of massive binary stars using the Monte Carlo method, which in 1984 showed that radio pulsars must exist in pairs with blue massive stars, which was confirmed in 1992. Those numerical simulations of the evolution of massive binary stars, which showed that the formation of neutron stars is accompanied by anisotropic energy discharges. Together with K. A. Postnov in 1987 he first calculated the stochastic gravitational-wave spectrum generated by the double stars of our Galaxy, and then together with M. E. Prokhorov and K. A. Postov he calculated a similar spectrum of the Universe. Also, in 1987, together with K. A. Postnov M. E. Prokhorov, for the first time calculated the frequency of fusion of neutron stars (every ~ 104 years) in a galaxy like ours. In 1997, together with M. E. Prokhorov and K. A. Postnov found a dominant contribution of black holes on future LIGO detectors.

He showed together with K.A. Postnov and M.E. Prokhorov, that on the basis of the general principles of the evolution of binary stars, the first astrophysical sources of gravitational waves that will be able to be registered by ground-based gravitational-wave interferometers should be merging double black holes with masses of 10-20 mass.

In 1995, he predicted the existence of radio pulsars paired with black holes. Together with V.G. Kornilov and A.V. Krylov created in 2002 the first in Russia robot telescope to observe space gamma-ray bursts in the optical range - "MASTER". He led the creation of the MASTER Global Network of Robot Telescopes in 2002-2016, which detected more than 1,000 optical explosions in the universe, identified the earliest linear polarization of gamma-ray bursts, and made a crucial contribution to observing the error square of the first gravitational-wave burst. was opened on September 14, 2015 by LIGO detectors. The MASTER global network now provides the world's fastest view of the sky up to 20 magnitudes.He performed a number of works on the dynamics of the gas disks of galaxies, the active nuclei of galaxies, and the large-scale structure of the Universe.
